A researcher for the International Gaming Institute at the University of Nevada at Las Vegas notes that the potential opening up of a new location for casino gambling is “not a common occurrence.” Even so, Spain, Japan, and Vietnam have also been rumored to have plans to open up to casinos. Although Toronto officials are not expected to decide before year’s end, that has not discouraged U.S. operators and their representatives from lobbying in Canada for their plans to build huge facilities combining resort hotels, entertainment and convention facilities as part of a casino complex. MGM, for example, is pitching its plan to build a permanent facility with Cirque du Soleil. Another operator, Oxford Properties, has proposed a $3-billion revamp of the city’s convention center to add a hotel, urban park, and office towers, along with a casino. The head of the Ontario Lottery and Gaming Corp. says the offers reflect the intensity of operators’ interest in the prospect of being able to build a casino in the heart of downtown in a city as interesting as Toronto. Expanding into Toronto would provide an attractive opportunity to diversify for American operators, who have few new opportunities in the U.S. market. Business in Atlantic City casinos has been on the decline in recent years, suffering from a lagging economy and new competition in neighboring states. Las Vegas casinos are rebounding from a recent downturn, but still see slow revenue growth, as more visitors come but spend less on gambling. As the Las Vegas casinos have discovered, the secret to drawing in bigger revenues is to have more ways to extract money from visitors. The best way to do that is by not limiting itself to offering just roulette wheels and green felt tables. Instead, it must offer entertainment, night clubs, dining and other diversions. Although they are seeing major interest from American operators, Canadian officials also note, there will undoubtedly local businesses involved in casino development, if the decision is made to allow casino gambling in Toronto.
